The HPP-1 was a heavy incendiary rifle released by Sea Leaf in 2173 CE. The rifle, licensed only to the Alliance military, produced molten-core, heavy rounds. The rifle had a higher fire rate than Vapor Industries, V2 Rifle. This caused the Alliance to cut their contract with Vapor Industries.
